CF’s selection criteria were advertised as being centered on impact and alignment with ecosystem goals. Proposals were evaluated on factors such as measurable impact, enterprise adoption, developer ecosystem enhancements, and a commitment to open-source principles. Additionally, teams with proven track records and prior Catalyst funding were given weight in the evaluation process. This method, while robust, apparently brought its own challenges.

CF directed its influence toward proposals that aligned with its broader vision:

While some lauded CF’s involvement as a necessary leadership act, many others expressed concern about the implications of such concentrated influence. Key community voices have highlighted both the benefits and drawbacks of CF’s approach.

Concerns About Power Disparity

One prominent criticism is that CF’s 180M ADA voting power significantly sways outcomes in the categories where it casts votes. The sheer weight of CF’s allocation effectively precludes competing proposals from securing funding, leaving many community members feeling sidelined.

This was illustrated by Caleb Montiel, whose proposal, “Project Catalyst and Cardano Ecosystem Marketing Campaign,” ranked as the second-most-voted proposal in the Cardano Partners Growth category and sixth overall before CF’s intervention. Montiel lamented that CF’s allocation pushed his and other high-ranking proposals out of the winning range in favor of those ranked 19th, 20th, 27th, and 38th. "It feels unfair that such large-scale voting power is being used to decide winners and losers, especially when it overrides the broader community’s input," he shared​.

Transparency vs. Centralization

The timing and opacity of CF’s actions have also been questioned. Daniel Friedman raised pointed concerns about the lack of transparency in CF’s selection process, which was only revealed via a PDF in the final days of voting. “They knew that a 180M per proposal chosen and voting on 97% of the category will nuke everything. Why do it like that?” he asked. Friedman emphasized that CF, as a founding entity, has a responsibility beyond acting as a private whale, stating, “Their ADA was not allocated to them to be kingmakers”​.

For Friedman, the broader issue is not CF’s voting rights but how they were exercised. “Catalyst has its flaws, but this is not the way to fix things. You don’t throw the baby out with the water. All this hurts the ecosystem,” he warned.

In Defense of the Cardano Foundation

Supporters of CF’s actions have provided thoughtful counterarguments. Adam Rusch, a respected figure in the Cardano community, articulated the legitimacy of CF’s involvement:

“By voting with the ADA they received from their genesis grant, they are playing a proper role in leading the Cardano ecosystem. This is ADA that they own because it was given to them. What can never happen, however, is for Cardano Treasury assets being held in trust for ecosystem development to be used for voting on Governance Actions”​.

Rusch highlights an important distinction: CF’s ADA holdings, derived from its genesis grant, empower it to act as a steward of the ecosystem. However, he cautioned against conflating this with the use of treasury funds, which are held in trust for broader community development. In fact, Article IV, Section 5 of the Cardano Constitution explicitly forbids using treasury ADA for voting, ensuring clear boundaries and safeguarding community trust.

This controversy unfolds against the backdrop of a monumental achievement for Cardano: the Constitutional Conventions in Argentina and Nairobi. These events marked a critical step in Cardano’s governance evolution, culminating in the formalization of its constitution under the Voltaire era.

The conventions brought together community members worldwide to collaboratively define the principles guiding Cardano’s decentralized governance. Yet, the discord surrounding Catalyst voting has diverted attention from these milestones. “All this hurts the ecosystem,” Friedman noted, expressing concern that such actions undermine morale and create division during a time meant for unity and celebration​.

The Broader Perspective: A Call for Participation

KtorZ, CF’s technical director, provided a provocative yet insightful counterpoint to critics. On social media, he noted that CF’s 180M ADA represents less than 0.5% of the circulating supply. “Where are the 99.5% of the community?” he asked, challenging the community to examine their own levels of participation​.

His point underscores a critical reality: the broader Cardano community has immense collective power, yet only a fraction of that potential is mobilized in processes like Project Catalyst. While CF’s influence is tangible, so too is the untapped capacity of the community to shape outcomes by engaging more actively.

The Cardano Foundation’s participation in Project Catalyst Fund 13 reflects both the promise and challenges of decentralized governance. While CF’s influence underscores its leadership role, it also raises valid concerns about equitable participation and transparency.

The Wyoming Stable Token (WST) project, set to launch as the first fiat-backed stablecoin issued by a public entity in the United States, has sparked significant controversy. Charles Hoskinson, the founder of Cardano and a prominent Wyoming resident, criticized the opaque selection process that excluded Cardano, Ripple, Bitcoin, and other blockchain ecosystems. The implications of this decision raises questions about transparency, fairness, and ethical governance in Wyoming's stablecoin initiative.

Exclusion Without Explanation

Hoskinson's criticism stems from the Wyoming Stable Token Commission’s decision to pre-qualify specific blockchains, such as Solana, Avalanche, Stellar, and Ethereum, for the WST. According to Hoskinson, the selection process lacked transparency, sidelined public input, and failed to disclose clear qualification criteria.

Hoskinson’s frustration is compounded by the fact that Cardano, a $34 billion blockchain ecosystem deeply integrated into Wyoming’s economy, was not even allowed to bid. Bitcoin, the world’s largest cryptocurrency and a favorite of Wyoming’s Senator Cynthia Lummis, was also excluded.

A lack of published functional and non-functional requirements, no opportunity for excluded blockchains to submit prototypes to demonstrate their capabilities and the commission's executive director’s ties to Ethereum and Circle all compound the public skepticism and criticisms of these latest developments in Wyoming.

Ethical and Governance Concerns

The exclusion of Cardano, Ripple, and other major blockchains raises serious questions about ethics and governance. The shift from an open procurement process to an opaque selection raises concerns about public trust, transparency and accountability. The selection criteria were not disclosed, and there was no avenue for appeals or public commentary.

The commission’s executive director, Anthony Apollo, has ties to Ethereum’s ecosystem and Circle, which may have influenced the selection of "in-scope" networks. This association presents a reasonable perception of conflict of interest.

The use of taxpayer dollars for a public project necessitates impartiality. Excluding prominent blockchain ecosystems potentially undermines the project’s credibility and could open the door to legal challenges. If private interests are at play, the use of public funds will likely be called into question.

Why Cardano and Others Deserved Consideration

Cardano, with its deterministic design and strong presence in Wyoming, offers several advantages. With the potential to leverage Cardano features like Hydra, the network has demonstrated a capability of processing over a million transactions per second with minimal energy usage.

One of the most crucial factors in selecting a blockchain platform for a stablecoin initiative is network reliability. A stablecoin, by its very nature, requires a dependable and secure infrastructure to maintain user trust and ensure seamless operation. However, the Wyoming Stable Token Commission’s selection process appears to have overlooked a critical differentiator: the track record of network stability.

The blockchains pre-qualified by the commission (Solana, Avalanche, Sui, Stellar, and Ethereum) have all experienced network outages at various points in their histories.

In stark contrast, Cardano has never experienced a network outage since its launch. This unparalleled uptime highlights the value of its methodical, research driven development approach. Built on a foundation of peer-reviewed scientific research and formal verification, Cardano’s architecture prioritizes stability, security, and scalability.

Why Stability Matters

A stablecoin operates as a bridge between traditional finance and blockchain technology, serving as a gateway for new users and a backbone for decentralized finance (DeFi). Any network disruption can result in loss of user confidence, financial risk and regulatory scrutiny.

Downtime raises questions about the reliability of the underlying technology.

Interruptions in transaction processing can lead to losses, particularly in volatile markets.

Consistent reliability is essential to gaining and maintaining the trust of regulators, especially for a publicly issued stablecoin like Wyoming’s.

By selecting platforms with documented histories of outages, the Wyoming Stable Token Commission risks undermining the credibility of the WST initiative before it even begins. Cardano's unblemished record of network uptime positions it as an ideal candidate for such a high stakes project, where reliability is nonnegotiable.

The Broader Implication of Research Driven Development

Cardano’s stability stems from its rigorous development ethos. Unlike many blockchains that rush to market with features, Cardano employs a deliberate process of peer review and formal verification. This approach ensures that every update or feature is robust and minimizes the risk of unforeseen vulnerabilities or failures.

Wyoming’s decision to overlook this advantage raises broader concerns about the selection criteria used. If stability and scientific rigor are not paramount considerations for a stablecoin infrastructure, what does that say about the priorities driving the selection process?

The decision could harm Wyoming’s reputation as a blockchain friendly state. By prioritizing a select few ecosystems, the commission risks alienating innovative projects that have contributed significantly to the state's blockchain ecosystem.

Wyoming has been a leader in blockchain innovation, but the WST controversy highlights the need for greater transparency and fairness in its processes. A more inclusive, open, and merit based approach would ensure the best technology is chosen while maintaining trust in the state’s governance.

It's always great to hear from our community and get a sense of what you're most interested in. We're stoked to see such enthusiasm for World Mobile Token, and we'll definitely be keeping that in mind as we plan out our future content and features on DripDropz.

That's right, 90% of the remaining tokens will be taken out of circulation forever! This is a huge deal for our platform and shows just how committed we are to creating a sustainable and rewarding environment for our investors.

By locking up such a massive portion of the $DRIP supply, we're ensuring that the value of the token stays nice and stable, and that our most active and engaged users are properly rewarded for their contributions. It's a win-win situation, and we have you to thank for making it happen!

The first round of voting, determining the timeframe for replacing $DRIP Blockchain Wide rewards with Proof-of-Liquidity rewards, is set to conclude at the end of epoch 487 on May 24, 2024. 📅

We encourage all community members who haven't yet participated to head to Summon and cast their vote before the deadline. Your input is crucial in shaping the future of the DripDropz platform and creating a more robust, stable, and rewarding ecosystem for all participants. 💪

Interestingly, DripDropz isn't the only Cardano project exploring the potential of PoL. Cornucopias, a highly anticipated metaverse project building on Cardano and Base using Unreal Engine 5, has also recently introduced PoL to their ecosystem. 🌽 Cornucopias offers users the opportunity to earn extra $COPI by running nodes to assist with the ecosystem, with node operators being paid in $COPI using DripDropz Instant Rewards.
